Martin Buse

Team Leader (Germany)

Mr. Martin Buse is a German senior lawyer, located in Berlin, with more than 25 years of legal working experience (since 1990) in both EU and transition countries on legislative and political developments, related to law, public administration, human rights, and project management. He worked as Attorney and Consultant in Germany on administrative, criminal, and civil law cases.
Martin has worked in several international projects on capacity building, including harmonisation of national law with EU law, as well as on legal and policy related issues. He has, inter alia, the following key qualifications:
• Solid experience in public administration reform (Civil Service) within an EU Member State administration (Germany) and Capacity and Institution building (supporting legal and rule of law reforms).
Team leader experience in several international donor funded projects (EU, DFID, Multi donor funds) in the Western Balkans, but also in Georgia and Africa.
• Knowledge and practical experience in European Law, EU institutional structures, instruments, and development policy, including the role and function of EU Delegations and external relations funding instruments; practical experience with national and international donor organisations (UN, EU, DFID, OSCE, World Bank, etc.), and EU procedures.
Legal drafting and drafting policy strategies on national and international level including laws in the public administration and justice sector.
Organizing and delivering trainings and coaching for public administration officials and civil society lawyers on EU and other legislation, Data Protection law, Public Procurement law, Anti-Corruption related issues and Strategy planning in the Budget Sector Rule of Law, Regulatory Impact Assessment (RIA), Project Cycle Management (PCM), Logical Framework Approach (LFA), M&E,
• Experience in Post-Conflict Stabilisation assistance and Human Rights issues in fragile entities like North Macedonia, Serbia, Kosovo, and South Sudan.
• Martin worked in Kosovo since 2000 (OSCE Mission in Kosovo), and in 2008/2009 he has supported under an EU funded project the Legal department of the Ministry of Agriculture, Rural Development and Forestry in Kosovo (MAFRD) in approximation of national law to the Aquis. In 2007, he co-trained representatives of the PISG in different sectors of the Aquis.
